Sheer to Waist Leggings
"Sheer to Waist" doesn't necessarily mean sheer leggings. It means that a pair of leggings that has no control top or any delineation between the leg and the panty, allowing the texture or pattern to continue from toe to waistband without the interruption of a reinforcing thigh band or solid panty area.
